How to Check Vehicle Owner & RC Details by Number Plate in India (2026)

6 min read

By MoboSafe editorial

VAHAN is the national vehicle registration system under the Ministry of Road Transport & Highways (MoRTH). Official services provide vehicle-record information subject to access rules and record coverage; pending challans have a separate eChallan service.

This is an educational guide from MoboSafe, not an official lookup or application portal. Start at Parivahan Sewa for the service you need, or VAHAN Citizen Services for vehicle-related applications. Follow the current service’s authentication instructions.

What is VAHAN?

VAHAN is the centralised vehicle registration system operated by MoRTH through the National Informatics Centre (NIC). Almost every RTO in India records registration, fitness, insurance, PUC and permit data into VAHAN, which is why a single number plate can return a nationwide record.

The public-facing services built on VAHAN are the parivahan.gov.in web portal, the official mParivahan mobile app, and the eChallan system for traffic fines.

What details you can check by number plate

  • Make, model and vehicle class (for example LMV or commercial).
  • Registration date, registering RTO and state.
  • Fuel type and vehicle age.
  • Insurance company and policy validity date.
  • PUC (Pollution Under Control) validity.
  • Registration and fitness expiry for commercial vehicles.

Owner name is shown only partially. Individual owner personal details are masked for privacy.

To decode the state, RTO region and series from a number plate without logging in anywhere, use the free RC check number-plate decoder. For commercial vehicles nearing the age limit, the vehicle age and scrappage checker shows the 15/10-year cut-off and green-tax liability.

How to check on the mParivahan app (fastest)

mParivahan is the official RTO app from MoRTH, available on Android and iOS.

  • Install mParivahan and open the RC Search option.
  • Enter the full registration number, for example RJ14AB1234.
  • The app returns make and model, RTO, registration and fitness dates, and insurance validity.

It is the quickest way to verify a single vehicle on the road.

How to check on the VAHAN / Parivahan portal

Go to Parivahan Sewa and open “Know Your Vehicle Details”.

  • Sign in with your mobile number and OTP (login is now required for full details).
  • Enter the registration number to see the RC summary.

Owner personal data is masked; you still see enough to confirm the vehicle is genuine and its documents are valid.

How to check pending challans

Traffic fines are tracked separately in the eChallan system.

  • Go to the official eChallan service.
  • Enter the vehicle number, driving-licence number or challan number to see pending and disposed challans.

Checking challans before buying a used vehicle, or before onboarding a driver’s vehicle, avoids inheriting unpaid fines.

If you want to work out what a fine should be before you pay it, the RTO challan and fine calculator totals the penalties for each violation under the Motor Vehicles Act 2019.

When a fleet needs a separate verification workflow

For an individual vehicle, use the official service. A fleet evaluating repeated checks should define the required records, review schedule, and people responsible for resolving missing or outdated information.

Review vehicle verification for MoboSafe’s documented workflow and confirm the authorised source, fields, batch support, and limits. Fleet asset management keeps document dates and device assignments with the asset; storing those records does not prove a live government-data connection.

Frequently asked questions

Can I find the owner’s name from a number plate in India?

Only partially. Since privacy rules were tightened, VAHAN and mParivahan mask individual owner details. You can confirm the vehicle’s make, RTO, registration and insurance validity, but full owner personal data is not publicly shown.

What is the difference between VAHAN and mParivahan?

VAHAN is the underlying national vehicle registration database. mParivahan is the official mobile app that lets citizens look up vehicle details from that database. Both are from MoRTH and NIC.

How can I check a vehicle’s insurance status?

Enter the registration number in mParivahan or the “Know Your Vehicle Details” service on parivahan.gov.in, which shows the insurer and policy validity date recorded in VAHAN.

How do transporters verify many RCs at once?

Authorised programmatic services may support repeated or batch checks, subject to access and record coverage. For MoboSafe, confirm the configured source, returned fields, batch limits, and scheduling. Document storage and expiry review alone do not establish live government-data verification.
