Across India, a vehicle’s RC is valid for 15 years, after which it needs a fitness test and re-registration in 5-year blocks (or must be scrapped).

A vehicle’s registration certificate (RC) is valid for 15 years from registration. After that, private vehicles must pass a fitness test and re-register in 5-year blocks (with a green tax), and commercial vehicles need annual fitness renewals — otherwise the vehicle must be scrapped.
Under NGT and Supreme Court orders, diesel vehicles older than 10 years and petrol vehicles older than 15 years are de-registered and not allowed to ply in Delhi-NCR.
Green tax is an additional levy charged when you re-register an older vehicle — typically for commercial vehicles above 8 years and private vehicles above 15 years. It is usually 10–25% of the road tax and varies by state.
Not automatically outside Delhi-NCR — you can renew registration if the vehicle passes a fitness test, paying the green tax. But if it fails fitness or you choose not to renew, it must be scrapped at a Registered Vehicle Scrapping Facility (RVSF), which also earns a certificate of deposit with tax rebates on a new vehicle.
