SIM-Based Tracking, No Device Required

This is the number to understand before deciding whether SIM tracking solves your problem, and it is the one most likely to be glossed over.

A GPS device fixes position from satellites and reports a few metres. SIM tracking infers position from the cell tower currently serving the phone, so the answer is as precise as that tower’s coverage area.

In a dense city with towers close together, that can be a few hundred metres. On a highway or in a rural stretch where one tower covers a wide area, it can be several kilometres.

So it answers "which town is the vehicle near, and is it moving in the right direction". It does not answer "which gate is it standing at" or "did it stop for forty minutes at that dhaba". If your question is the second kind, you need a device.

Worth stating plainly, because it changes what the data means.

A GPS tracker is bolted to the vehicle and reports the vehicle. SIM tracking reports wherever that SIM is. If the driver leaves the phone in a dhaba, the phone is what you are watching. If the vehicle is handed to a relief driver, the position follows the original phone.

For a hired vehicle on a single trip this is usually close enough, because the driver and the load travel together. For anything where the vehicle itself is the asset being controlled, it is the wrong instrument.

Location of an identifiable person is personal data, and this feature exists on the explicit agreement of the SIM holder.

A request goes to the number and the driver must agree before anything is returned. No consent, no location. Consent can be withdrawn, and tracking stops when it is.

Two things follow that are worth getting right rather than working around. Tell drivers what is being tracked and for how long, because a consent obtained by telling someone it is a formality is a consent that will be withdrawn the first time it is noticed. And scope it to the trip rather than leaving it open indefinitely.

The absent capabilities are the reason this complements a device rather than replacing one.

• No AIS-140 compliance. That requires a certified VLTD transmitting to a state backend, and a SIM cannot satisfy it. See what is a VLTD.
• No vehicle data. Ignition status, speed from the vehicle, harsh braking, idling, fuel level and engine fault codes all come from hardware attached to the vehicle.
• No geofence precision. Fences depend on knowing which side of a boundary you are on, and a several-kilometre error makes that meaningless at a plant gate.
• No tamper or theft protection. There is nothing fitted to tamper with, and a stolen vehicle does not carry the driver’s phone.
• No route replay worth the name. A tower-level trace shows the corridor, not the route.

Used for what it is good at, it closes gaps that a device programme never reaches.

The common thread is a vehicle you do not control for long enough to justify fitting anything to it.

• Market vehicles hired for one trip, where fitting hardware for a single load makes no sense.
• Subcontracted loads on someone else’s truck, where you have no right to fit anything.
• A device that has failed mid-route, where this restores visibility until the vehicle is back.
• Verifying a claimed position when a driver says he is somewhere and the answer matters to a customer waiting.
• First-mile and last-mile staff who move between vehicles through a shift.

The practical pattern for most fleets is both, applied to different parts of the operation.

Owned vehicles carry a device, because compliance requires it and because operations need speed, ignition and fuel data that only hardware produces. See AIS-140 GPS tracking.
