Automated eWay Bill Generation

An eWay Bill has two halves and they fail in completely different ways.

Part-A is the consignment: GSTINs, invoice details, HSN, taxable value, origin and destination. It is filled once in an office from a document that already exists, and it does not change while goods move.

Part-B is the conveyance, and it is the only part describing something physical and mobile. Vehicles break down, loads transship at hubs, and yards swap trucks at the last minute. The moment the number on the bill stops matching the truck on the road, the bill is invalid — and an invalid bill is treated as no bill.

Nobody decides to skip a Part-B update. The person who knows the vehicle changed is the driver; the person who can update the bill is in an office. That gap is the entire problem. See eWay Bill Part-B.

The clock starts when Part-B is first entered, not when Part-A is created. A bill raised on Monday with the vehicle added on Wednesday is valid from Wednesday.

Regular cargo gets one day per 200 km, with any part of a further 200 km counting as another full day. Over-dimensional and multimodal cargo runs on a much shorter allowance.

A day means until midnight of the following day rather than a rolling 24 hours, which is why a bill created late in the evening effectively gets less time than one created in the morning.

So the arithmetic is rarely the problem. What consumes the margin is a breakdown, a long check-post queue, or a detention nobody logged.

Expiry does not void the consignment, but it stops the vehicle moving legally, and a vehicle stopped with an expired bill is detained rather than fined and released.

Extension is possible within a narrow window either side of expiry, and it must be done by the transporter while the vehicle is still in transit. Miss the window and that route closes entirely.

The realistic answer is to see it coming. Expiry is fixed the moment Part-B is entered, so an operation that tracks its own vehicles knows which bills will lapse before the vehicle arrives. Discovering it at a check-post means the decision has been made for you.

A consignment moving on more than one vehicle does not need a new bill at each leg. It needs Part-B updated while the same bill number stays live.

For a hub-and-spoke operation that can be several updates on a single consignment, each one a moment where the update can be missed.

Where goods are split across vehicles, each vehicle carries documentation for the portion it holds, because enforcement checks the vehicle in front of it against what that vehicle is actually carrying.

Automation here is not about generating bills faster. Bulk generation helps, but it is not where the losses are.

The value is that the vehicle number on the bill comes from the trip record rather than from someone remembering. When the vehicle assigned to a consignment changes, the bill can be updated from that same event, at the moment it happens.

It also makes expiry visible in advance, because a system that knows when Part-B was entered knows when validity ends and can raise it while there is still time to act.

The central rule is a consignment value above 50,000 rupees, counted per consignment rather than per invoice.

States set their own intra-state thresholds and some are lower, so a movement needing no bill in one state needs one across the border. The requirement follows the goods rather than the vehicle, so one truck can carry consignments that individually need bills and others that do not.

Exemptions exist and they change. Anything carrying a penalty should be confirmed against the official eWay Bill portal for the states you actually run in, rather than taken from any summary including this one.
