Every registration number follows the same structure: State code · RTO district code · Series · Number. For RJ14 CV 1234 — RJ is Rajasthan, 14 is the Jaipur (South) RTO, CV is the series, and 1234 is the unique number. The newer BH (Bharat) series is a nationwide format that stays valid when you move states.
A standard Indian plate has four parts: two letters for the state or union territory (e.g. RJ = Rajasthan), a two-digit RTO district code (e.g. 14 = Jaipur South), a one-to-three letter series, and up to four digits as the unique number. Example: RJ14 CV 1234.
No — owner name, address and other personal details are private. They are only available to the vehicle owner and to authorised users (police, RTOs) through the government Vahan / mParivahan systems. Public tools that claim to show owner names raise privacy and legal concerns. This decoder only explains the number format, not who owns the vehicle.
The Bharat series (format 22 BH 1234 A) is a nationwide registration for eligible employees who move between states. A BH plate stays valid across India, so you do not need to re-register the vehicle when you relocate.
