VLTD full form is Vehicle Location Tracking Device. It is the GPS hardware unit required under AIS-140 that continuously reports a vehicle’s location, speed and status, and links to one or more emergency panic buttons. VLTDs communicate with state-designated backend servers over cellular networks.
The VLTD is the physical device that makes a vehicle AIS-140 compliant. Choosing a certified VLTD with reliable Indian network support avoids compliance failures and data gaps.

A VLTD is certified against AIS-140 and adds an emergency panic button, internal backup battery, tamper detection and live transmission to the state backend control centre. An ordinary GPS tracker reports location to a vendor platform only and does not satisfy the regulation regardless of its accuracy.
Confirm three things separately: that the device is transmitting to your state’s backend control centre and not only to the vendor dashboard, that the SIM and data plan are active, and that the compliance certificate is current. Test the panic button rather than assuming it is wired.
Yes, the device needs its own cellular connectivity to transmit, normally supplied with the device on a data plan. Expiry of that plan is one of the most common causes of a fitted device silently ceasing to report, which leaves the vehicle non-compliant without any visible sign.
The vehicle is effectively non-compliant from that point, and the gap is visible in the state backend record. It typically surfaces at fitness or permit renewal, or at a check post, so periodic verification that each vehicle is genuinely transmitting is worth more than it costs.
