What an FMS is responsible for
A Fleet Management System is the asset-side system of record. Its job is the vehicle and the driver: where they are, what condition they are in, what they cost, and whether they are legal to operate.
- Tracking and utilisation, including idle time, running hours and vehicles sitting unused.
- Maintenance, whether scheduled by interval or triggered by condition and fault codes.
- Fuel, consumption per vehicle and per route, and loss detection.
- Driver behaviour and safety scoring.
- Compliance, tracking document expiry for fitness, permit, insurance, PUC and AIS-140 obligations.
- Reporting, turning the above into cost per kilometre rather than a list of events.
FMS or TMS, and why fleets end up needing both
The two are routinely confused because vendors on each side have expanded into the other. The clean distinction is what each one is about.
An FMS is about the asset. A TMS is about the consignment: booking loads, planning trips, raising freight bills, settling drivers and handling documentation.
A transporter running owned vehicles against contracted freight genuinely needs both halves. A company with a captive fleet supporting its own operations, a distributor, a service business, a school, mostly needs the FMS half. Buying a TMS to solve a maintenance and fuel problem, or an FMS to solve a billing problem, is the most common mismatch in this category.
What usually decides whether an FMS deployment works
The technology is rarely the failure point. Three operational things decide the outcome.
- Driver identification. Behaviour and fuel data attributed to a vehicle rather than a person cannot be acted on, because the vehicle is not the one making the decisions.
- Master data. Vehicle list, document expiry dates and route master have to be correct at the start. A system fed a stale vehicle list produces confident, wrong reports.
- An owner for the exceptions. An FMS produces exceptions continuously. If no one is accountable for closing them, the fleet ends up paying for a very detailed record of problems it did not fix.

Anything that only shows vehicle position is a tracking tool rather than a fleet management system.
Can a fleet management system work with trackers from different brands?
Only if it is hardware-agnostic. Many systems are tied to their vendor’s own devices, which means changing software requires refitting every vehicle. A hardware-agnostic platform ingests data from mixed-brand devices into one view.
How small a fleet justifies an FMS?
There is no hard threshold, because the recoverable losses scale with vehicle count rather than being fixed. Small operators usually see the return first in fuel loss and compliance penalties. The real constraint is having someone who will act on the exceptions the system raises.
